A wellness or beauty brand running paid social in Europe hits the same wall sooner or later. The polished brand film stops converting. The ads winning in the account look like someone filmed them on a phone in their bathroom. So the brief becomes "we need UGC", and the search for a partner starts.

The problem is that "UGC agency" covers three different things. Some are marketplaces where you pick a creator and pay per video. Some are managed agencies that cast, script, shoot and edit for a fee. A few also run the media. They are priced differently, they need different amounts of work from you, and they fail in different ways.

The second problem is category. Skincare has to show texture and results on camera. Supplement claims have to stay inside the advertising rules of each market. A creator network built on fashion and food does not automatically know either.

This list covers nine European agencies and platforms we could verify from their own sites, and one entry that is us. Read "How we chose" before the ranking.

How we chose

Every claim in the entries below comes from the agency's own website. Where a site does not publish pricing, we say so. Where an agency's pages give two different creator counts, we used the lower one or left it out.

The criteria, in order:

  1. Category fit. The agency names beauty, skincare, wellness or supplements as an industry, and ideally a client in that space.
  2. Based in Europe. A registered address or a stated home country in Europe. Networks serving Europe from the US did not make the cut.
  3. Public work. Named clients or case studies on the site, not just logos.
  4. A described process. Agencies that explain how a brief becomes a delivered video, because that is where most UGC projects go wrong.

The ranking is not a verdict on quality. It is ordered by how directly each option fits a wellness or beauty brand running paid social, with the marketplaces last because they need the most direction from you.

HYLN Hub is our own studio, so weigh this entry accordingly.

We are not a UGC agency. HYLN is a creative strategy studio in Barcelona, two senior strategists working fractionally with a limited number of DTC brands in Europe and the U.S. No production team. We do the thinking and the direction: research, concepts, creative briefs, the testing plan, performance analysis, and management of the creative team. Briefs go to the brand's editors, designers and creators; we approve the output and hand it to the media buyer.

It connects brands with what its homepage calls "8,000+ content creators across the UK, US and Europe", and it has a dedicated beauty page that states "We work with 300+ forward-thinking beauty & cosmetics brands". The beauty names on that page include Nuxe, Embryolisse, Medik8, Nip + Fab, Rodial and Nyrah Beauty.

The process is three steps: "Submit Brief, Or Let Us Handle It", "Match Talent" from curated creator lists, and "Get Content" with expert review and two revisions included. Pricing is described as "flexible plans or pay-per-video" with no figures published; you book a call.

Best for: a skincare or cosmetics brand that wants a managed service with a track record in the category.

Honest note on fit: Twirl is a platform first. The thinking behind each brief still has to come from you or a partner who does that work.

3. Clip

Clip is a London UGC platform with a published starting price: "Video prices start at $124 for a 15-second video." Credit packs offer "up to 20% savings", and the site states "All content comes fully licensed for paid and organic marketing". It works with brands in the UK, US and Australia.

Clip has a skincare page that claims "over 500 Skincare Creators" within a pool of "over 10,000 premium creators", filterable by country and video type (how-to, testimonial, unboxing). Named clients include Beauty Pie, Cloud Nine Hair and Wahl UK.

Best for: a beauty brand that needs a steady flow of licensed creator videos at a known cost per unit.

Honest note on fit: the platform handles communication, payments and licensing, not the concept. A loose brief gets loose videos back.

4. Nordic Beauty Bank

Nordic Beauty Bank describes itself as "a creative marketing agency for beauty and cosmetics brands", based in Finland and working across the Nordics and international markets. It is the only entry on this list that works exclusively in beauty. Services span "brand positioning, social-first concepts, UGC production and short-form video".

Its process runs six phases: Discovery, Positioning, Creative System, Creator Casting, Production and Distribution, with the line "Strategy must precede production" stated on the site. Named clients include CAIA Cosmetics, Cocopanda, Nomai, Iviskin, Smooth Sunday and The Perfume Brand. On pricing: "Batch programmes typically start in the low four figures and scale with volume."

Best for: a beauty or fragrance brand launching in the Nordics that wants positioning and UGC from one partner.

Honest note on fit: the agency's public work is Nordic-heavy, so ask how it casts creators for other European markets.

5. Neads

Neads is a French UGC production agency. Its site states it works with over 250 brands, runs a network of "2,000+ experienced creators" and produces over 5,000 videos a year across ten or more countries. Beauty names on the site include Nivea, Nocibé and Yves Rocher; other clients include Lancel, Amazon and Allianz.

The process is four steps: casting, briefing, shooting and editing, with editors cutting each video to the conventions of the platform it is going to. Neads gives a general range in its FAQ: simpler projects "starting around €1,000 to €3,000 per project", with complex campaigns reaching "€5,000 to €15,000 or more". Exact quotes are per project.

Best for: a beauty brand entering France that needs native French creators and a managed shoot.

Honest note on fit: the roster leans toward large brands. A small DTC brand should ask who actually runs a €2,000 project.

6. UGCMarkt

UGCMarkt is a full-service UGC agency in Munich. Its own line: "We produce high-performing UGC ads for Meta & TikTok - and help brands scale with authentic creator content in the DACH region." The site lists beauty, fashion and supplements among its categories, and names Foamie, TREETS, VEGDOG, WMF and Soundcore as clients, with a pool of over 350 vetted German-speaking creators.

The workflow has five stages: Strategy Call, Creative Concepts, Script & Approval, Creator Matching, and Production & Delivery, with a stated "15 Days Average Delivery". There are three ways to work with them at different price points (full production, organic content, or creator sourcing only). No figures are published.

Best for: a supplement or skincare brand that needs German-language UGC for Germany, Austria and Switzerland.

Honest note on fit: DACH is the specialism. If you need five languages, this is one supplier among several.

7. Nordic Creatives

Named clients include Huel, Estrid, Bodylab, Somnifix, Soundboks and Reima, a roster with more wellness and supplement weight than most on this list.

The process is the most testing-led here: research to "map out your customers, identify their buying behaviour and analyze which messages convert at each awareness stage"; concept development with "hypotheses for split testing"; production "with weekly production cycles"; live creative testing; and iterations that tie "results back to the original hypothesis". No pricing is published.

Best for: a supplement or wellness brand that wants production and testing structure from the same partner.

Honest note on fit: this overlaps with what a creative strategist does. Decide up front who owns the hypotheses.

8. Kontent Kolektiv

It states it can "connect your brand with verified creators across Bulgaria and the Balkans who produce UGC videos that feel real and relatable", across markets including Bulgaria, Greece, Serbia, Hungary, Croatia and North Macedonia. Beauty is a named category, and the client list includes NAOS (Bioderma) alongside PEPCO, Beefeater, Motorola and DSK Bank.

Process: "Share your brief", "We match creators", "Content production", "Launch & share", with a stated "7-day average delivery". Pricing comes as a custom proposal after a free strategy call.

Best for: a skincare brand expanding into Southeast Europe that needs local-language creators it cannot find on the big platforms.

Honest note on fit: the network is regional by design. It is the right tool for those markets and not a pan-European supplier.

9. Influentials

Influentials is a Dutch platform (Influentials B.V.) that lets brands "Connect your brand with 13,000+ verified creators across Europe. Run campaigns yourself via our platform, or let our team handle everything for you." It claims 500+ brands across 25 countries, with Dove, Philips, Lindt and McDonald's among the names shown.

The brand workflow is five steps: publish a brief through the Campaign Wizard, select creators "based on real data", send pre-built agreements, message creators in the platform, and approve content with payments handled automatically. Brand pricing is not published; the site offers a free trial and a demo for "pricing tailored to your scale".

Best for: a brand that wants one platform for creators in several European countries and has someone in-house to run it.

Honest note on fit: Influentials sits between influencer marketing and UGC. Be explicit that you want ad-ready video with usage rights, not posts on the creator's own feed.

10. UGC.NL

UGC.NL is an Amsterdam marketplace (Keizersgracht 520H) that promises "affordable ad videos with proven ad performance". Videos start at €59 with "no subscription or fixed costs"; creators set their own packages. The site claims 3,000+ creators and 2,000+ brands, with L'Oréal, Colgate, Dyson and ABN AMRO among those shown.

The process is three steps: find a creator with search and filters, message them directly to agree the project, and "Get ad-ready UGC within 3 days". The platform tracks ad performance data per creator (ROAS, CTR, hook rate) and offers a money-back guarantee if you are not happy.

Best for: a brand testing many hooks cheaply, or an agency that needs Dutch and European creators on demand.

Honest note on fit: the lowest-touch option here. Everything depends on the brief you post, and nobody on the platform is paid to improve it.

Which type of partner fits your stage

Early, still finding the angles. A marketplace (UGC.NL, Clip, Influentials) keeps the cost per video low while you learn what works. Write tight briefs, order three or four creators per concept, and expect to throw half of it away.

Scaling in one or two markets. A managed agency with a footprint there (Twirl, Neads, UGCMarkt, Kontent Kolektiv, Nordic Beauty Bank) saves the time you were spending on casting and revisions. Here the quality of the brief matters more than the number of creators.

Creative is the bottleneck. You need a testing structure, weekly production cycles and someone reading the numbers. That is either an agency that offers it (Nordic Creatives) or a strategy layer between you and any producer.

At every stage the common failure is the same: the brand buys videos and skips deciding what those videos are for.

What to ask on the first call

  1. Show me a supplement or skincare ad you made that ran for more than a month. Long-running ads are the honest evidence. A showreel is not.
  2. Who writes the script or the prompt list? If the answer is "the creator", ask how the agency checks claims against the rules in your market.
  3. What are the usage rights, in writing? Paid usage, duration, territories, and whether you can re-edit the raw footage. Get it in the contract.
  4. What does a revision cost? Most list one or two rounds. Find out what happens after that.
  5. How do you brief for texture and results? Skincare converts on application shots and before and after. A creator who has only shot unboxings will not get there by accident.

What is the difference between a UGC agency and a UGC platform?

A platform is a marketplace: you choose creators, pay per video and manage the brief yourself. An agency casts, briefs, shoots and edits for a project fee. The platform is cheaper per video and needs more of your time; the agency costs more and needs a clearer objective at the start.

How much does UGC cost in Europe?

Someone has to decide what the videos are for, which angles to test, and what to do with the result. Some agencies include part of that. Most do not. Ask each agency who owns the concept before you sign.

Can UGC work for supplements given advertising rules?

Yes, with care. Check claims against the rules in each market before the creator films, not after. Brief the words they can use and the words they cannot, and keep the raw footage so a claim can be cut without a reshoot.
